Texas Tobacco Sales Permit

Businesses that sell, distribute, or wholesale tobacco products in the State of Texas are required to obtain the proper Tobacco Sales Permit through the Texas Comptroller’s office. This permit applies to qualifying businesses involved in the retail or wholesale sale of tobacco products, including cigars, cigarettes, and other regulated tobacco items.

If your business sells tobacco products alongside alcoholic beverages, convenience items, or other retail goods, it is important to make sure your permits are current and properly issued before operating.

Who Needs a Tobacco Sales Permit in Texas?

A Tobacco Sales Permit may be required for businesses that operate at either the retail or wholesale level. This can include:

  • Convenience stores
  • Package stores
  • Smoke shops
  • Cigar shops
  • Grocery stores selling tobacco products
  • Wholesalers or distributors of tobacco products
  • Alcohol retailers that also sell tobacco products

Texas Tobacco Retail Permit Fee

A tobacco permit at the retail level is $180.00 every two years. The permit period begins on June 1st of even-numbered years.

New permits issued after the beginning of the permit period are typically prorated monthly, depending on when the permit is issued.

Why Tobacco Permit Compliance Matters

Selling tobacco products without the proper permit can create unnecessary problems for your business. Missing or expired permits may lead to delays, fines, compliance issues, or interruptions in your ability to legally sell tobacco products.

For businesses that also hold alcohol permits, tobacco licensing is often just one part of a broader regulatory picture. Keeping each permit organized and up to date helps protect your business and supports smoother day-to-day operations.
